The Role of YCLBA

A Land Bank is another tool in the redevelopment toolbox for York County’s 72 municipalities. This new Authority was created to help facilitate the conversion of vacant and/or tax delinquent properties and to bring them back into productive use and to bring them back onto the tax rolls. Each property or project provides a different economic development opportunity and will have a strategically planned outcome, whether housing, green space, or parking, the outcome will be its own particular highest and best use.

The York County Land Bank Authority was created through a partnership of the Redevelopment Authority of the County of York, the Redevelopment Authority of the City of York, and the York County Economic Alliance. While this is a tool for the entire County, it is particularly significant for smaller municipalities that lack the funding or staff support to deal with problem properties. ​Fall 2026 YCLBA Blight Demolition Grant
The 2026 York County Land Bank Authority Blight Demolition Grant is available to provide demolition funding to facilitate the demolition of blighted properties in York County. Properties must meet at least three of the criteria of the legal definition of blight defined in Exhibit A of the guidelines.

Grant Awards will generally not exceed $50,000 and will be provided as a reimbursement upon the completion of demolition and the submission of documentation. The Grant is open to municipalities, non-profit organizations, and for public-private partnership opportunities.

Application Fee:
All applicants, except for municipalities or public entities, are required to submit a nonrefundable $100 application fee with their completed application. The application fee should be made payable to the York County Land Bank Authority and mailed to: 144 Roosevelt Avenue, York, PA 17401. No application will be processed before this payment is received

YCLBA Blight Demolition Grant Guidelines

Application & Implementation Timeline:
Applications may be completed electronically at https://tinyurl.com/YCLBABlightDemo.. The following timeline will apply:

  • Application Window Opens: July 10, 2026
  • Application Period: Friday, July 10, 2026 – August 31, 2026
  • Application Deadline: Monday, August 31, 2026
  • Grant Awards Announced – No later than October 31, 2026
  • Work Period: November 2026 – October 2027
  • Close out and Reimbursement: Pending Submission of necessary documentation.

The Role of BPRC

Blight impacts all corners of our County, in our townships, in our boroughs, and in our City. Blight lowers property values, causes for increased fire and police protection costs, undermines community cohesion, and is associated with tax delinquency. The BPRC is a Commissioner appointed committee with county-wide representation which through a legal and procedural process, has the ability to certify or designate a property as blighted.
